Septage Receiving & Hauled Waste Guidelines

The Upper Occoquan Service Authority (UOSA) provides septage receiving services for approved haulers operating within our service area. To ensure safe and compliant operations, all haulers must adhere to the following guidelines and requirements. Currently, we do not accept waste from RVs.


Hauler Registration & Permit Requirements

All haulers must be registered and approved by UOSA prior to discharging any waste. Each application must include the following documentation:

  1. Vehicle Registration for each truck
  2. Health Department Certificates for the counties served
  3. Certificate of Liability Insurance
  4. Proof of Workers’ Compensation and Employers’ Liability Insurance
  5. Business Automobile Liability Insurance
  6. Permit Fee: $30 per vehicle (Check or Money Order only)
  7. (Portable Toilet Haulers Only): MSDS or SDS for the deodorizer chemical used

Upon approval, a gate access card will be issued for each truck.


Facility Hours

UOSA’s septage receiving facility is open:

🕔 Daily, 5:00 AM – 10:00 PM
📅 7 days a week, year-round (including holidays)


Acceptable Waste Types

UOSA accepts the following waste types originating only from:

  • Prince William County
  • Fairfax County
  • City of Manassas
  • City of Manassas Park

Permitted Waste:

  • Residential domestic septage
  • Restaurant grease traps
  • Portable toilet waste (non-toxic)
  • Car wash wastewater

Prohibited Waste:

  • Oil/water separator waste
  • Automotive service facility grit/grease traps
  • Portable toilet waste containing formaldehyde or 1,4-dichlorobenzene
  • Any non-standard or industrial waste without prior authorization

⚠️ Note: Portable toilet haulers must submit an MSDS for the chemical product at the time of application or renewal.


Variance Requirements

Effective July 1, 2016, haulers carrying non-standard waste must have a variance document on file. Variances are typically valid for 5 years and must be obtained before discharging any such waste.


Fees & Billing

  • Minimum Fee: $26.00 per 1,000 gallons
  • Billing: Invoiced monthly, due by the last day of the month
  • Replacement Gate Card: $30 each

Failure to pay billing on time may result in permit revocation.
