Temporary Discharge Application (TDA)

Certain industrial and commercial facilities are required to obtain Industrial Pretreatment Permits for their routine wastewater discharges. However, facilities that do not need a full discharge permit but occasionally generate non-routine, non-domestic discharges may instead need a Temporary Discharge Authorization (TDA).

Examples of discharges that may require a TDA include, but are not limited to:

  • Hydrostatic testing
  • Chemical cleaning, including tank cleanouts
  • Maintenance or system flushing
  • Cooling tower or system flushing
  • Pipe and tank passivation discharges
  • Containment or stormwater discharges that may contain chemical contamination

UOSA requires any facility planning to conduct these types of discharges to complete a Temporary Discharge Application (TDA) for documentation and approval purposes.

UOSA’s review process may take 10–12 days to evaluate potential impacts on UOSA’s operations, infrastructure, and personnel. As part of the review, additional requirements—such as sampling—may be imposed. Please note that any modifications to an approved application will require a new approval.

A new TDA must be submitted for each separate discharge event. Sanitary (domestic) wastewater discharges are exempt from this requirement.
